From a legislative perspective, the only criterion that determines the high qualification of a foreign specialist is the amount of their salary (remuneration). As of March 1, 2024, this amount will be equal to 750,000 rubles per quarter (which is 250,000 rubles per month).
One can argue about the objectivity of this criterion, but in most cases, the rate of wages and salaries does correlate with the skill level of a specialist, their knowledge, experience, and capabilities.
It is important to note that in most cases, this criterion allows you to not provide documents of education for this status, confirm working experience, etc. This definitely simplifies the task, given that the competence of a specialist cannot always be confirmed by a field-oriented diploma of education.

— hire a foreign citizen within a reasonable time frame (the procedure could take from 4 months or more on general terms);
— not go through the procedure for obtaining a quota.
— not to obtain a permit to engage and hire foreign workers;
— not to pay insurance premiums for an employee, except for insurance for work accidents and occupational diseases;
— have personal income taxed at 13% tax rate (PIT / NDFL) outside the context of HQS tax residency, provided that the salary should be less than 5 million rubles per year;
— have a foreign specialist who can work in several regions of the Russian Federation and travel freely on business trips under one work permit.

In addition to the basic requirements that all foreign citizens must comply with while staying in the Russian Federation, HQS should pay special attention to the following points:
— HQS has the right not to process migration registrations (registration) within 90 days from the date of entry into the Russian Federation. It is convenient and comfortable, but it requires control.
— in case of early termination of the contract, HQS has the right to be employed in another organization (with the same status) within 30 working days. If this does not happen, then they (and thier family members) are obliged to leave the Russian Federation within the next 30 working days once the specified period has ended. Otherwise, there will be a violation of the purpose of stay in the Russian Federation and you will be held administratively liable.
— a work permit for HQS can be canceled in case of your continuous absence in the Russian Federation for more than 6 months.
— HQS is obliged to obtain a work permit within 30 days from the date of the decision to grant it (if a foreign citizen is in the Russian Federation at the moment), or within 30 days from the date of entry into the Russian Federation.
— HQS has the right not to process migration registrations (registration) within 90 days from the date of entry into the Russian Federation. It is convenient and comfortable, but it requires control.

Since the term "highly qualified specialist" was introduced into the legislation (in the middle of 2010), we have never experienced a situation where this status had negative consequences for the employee or the employer.
