A permanent residence permit (further – PRP) grants a foreign citizen a full range of rights and opportunities for living in Russia. Unlike TRP, PRP is issued without an expiration date (indefinitely) and is not tied to the region in which it was received.
It is important to note that, from a legal standpoint, PRP is not equivalent to a Russian passport. The Russian Federation still considers PRP holders as foreign citizens. PRP has other aspects that you need to know about and take into account before submitting your documents. The law provides a fairly large list of grounds that give the right to obtain PRP. Here are some of the most common ones:
— you were born on the territory of the RSFSR and were a citizen of the USSR;
— relatives (mother, father, son, daughter) who are citizens of the Russian Federation and permanently reside in the Russian Federation;
— citizens of Belarus, Ukraine, Moldova, Kazakhstan;
— a native speaker of Russian;
— a highly qualified specialist (HQS) and his / her family members;
— work by profession (specialty, job position) referring to the category of "qualified specialists" (do not confuse with HQS!) for a period of at least 6 months.

On one hand, a PRP frees you from having to file permit documents and allows you to work in any region of the Russian Federation (regardless of the place where the PRP is issued). On the other hand, a foreign citizen with PRP is still considered to be a foreign citizen, and legislators are required to impose certain restrictions.
Difficulties (or a complete ban) may arise in the following cases:
— an employment contract with an organization that is somehow connected with national security;
— holding certain positions in the crew of an aircraft (or other) vessel or warship;
— holding certain positions in organizations that are owned by the Russian Federation by more than half;
— working in territories that are closed to foreign citizens (there are such territories throughout the country, including in the Moscow region).
Difficulties (or a complete ban) may arise in the following cases:
— an employment contract with an organization that is somehow connected with national security;
— holding certain positions in the crew of an aircraft (or other) vessel or warship;
— holding certain positions in organizations that are owned by the Russian Federation by more than half;
— working in territories that are closed to foreign citizens (there are such territories throughout the country, including in the Moscow region).
This is a crucial factor to consider when applying for a PRP. Until 2019, the restrictions on the duration of stay or absence on the territory of the Russian Federation were favorable. All you needed to do to maintain your status was to enter the Russian Federation once every 6 months (for at least one day).
Now the situation is different. A foreign citizen is obliged to stay on the territory of the Russian Federation for a total of at least 6 months during a calendar year (from January 1 to December 31).
There are three exceptions to this rule:
1. Inability to enter the territory of the Russian Federation due to illness or treatment.
2. Death of a close relative (which will be regarded as minor, short-term violations of stay).
3. Service necessity (there are difficulties both with the description of the service and with the list of duties that are in question).
In all cases, you will be required to provide documentary evidence to support these exceptions.
Now the situation is different. A foreign citizen is obliged to stay on the territory of the Russian Federation for a total of at least 6 months during a calendar year (from January 1 to December 31).
There are three exceptions to this rule:
1. Inability to enter the territory of the Russian Federation due to illness or treatment.
2. Death of a close relative (which will be regarded as minor, short-term violations of stay).
3. Service necessity (there are difficulties both with the description of the service and with the list of duties that are in question).
In all cases, you will be required to provide documentary evidence to support these exceptions.
Since 2019, the concept of "renewal" no longer applies to a permanent residence permit. Instead, the concept of "replacement" has been introduced.
This procedure must be completed in the following cases:
1. In case of replacement of the ‘Limited’ permanent residence permit (which was previously issued for 5 years) for a permanent one.
2. Upon reaching the ages of 14, 20 and 45 or when changing background information or personal particulars.
3. In case of physical deterioration or damage to your PRP.
4. For individuals who were granted PRP based on being highly qualified specialists (HQS) and need to extend their work permits.
This procedure must be completed in the following cases:
1. In case of replacement of the ‘Limited’ permanent residence permit (which was previously issued for 5 years) for a permanent one.
2. Upon reaching the ages of 14, 20 and 45 or when changing background information or personal particulars.
3. In case of physical deterioration or damage to your PRP.
4. For individuals who were granted PRP based on being highly qualified specialists (HQS) and need to extend their work permits.
This certificate is only required for citizens with visa-required entry into the Russian Federation, but there are some nuances:
— Russia has agreements with several countries allowing visa-free travel, which grants individuals the right to stay in the Russian Federation for a short-term period (typically up to 90 days) without obtaining a visa.
— however, these agreements do not cancel the visa regime as such, so a visa is still needed for the purposes of long-term stay (work, study).
The Migration Service considers citizens who have this "mixed" entry regime as individuals who are required to get visas. Therefore, they are required to provide a certificate of no criminal record in order to obtain a PRP.
— Russia has agreements with several countries allowing visa-free travel, which grants individuals the right to stay in the Russian Federation for a short-term period (typically up to 90 days) without obtaining a visa.
