The general rule that determines the procedure for employing foreign citizens in the Russian Federation is that they are required to have a work permit and stay in the country on a work visa.
This procedure applies to all foreign citizens except for those from the EAEU and Ukraine citizens (who have the right to work without permit documents), as well as citizens from Azerbaijan, Moldova, Tajikistan, and Uzbekistan (who work on the basis of a patent).
A foreign citizen cannot obtain a work permit on their own, as the law states that this procedure must be completed by the employer who hires them and concludes an employment contract.
The most convenient option for obtaining a work permit and work visa is to follow the procedure provided for Highly Qualified Specialists (HQS). If this option is not possible, then the process must be completed under the so-called "general terms".

Both the work permit and work visa include the details of the company on behalf of which these documents were issued, meaning that the foreign citizen can only work for that particular company.
This does not take into account the option of hiring a foreign specialist through outsourcing or outstaffing, as these individuals are not considered employees. This option is not widely used as it is only suitable for certain tasks and projects.
Therefore, if an employer plans to hire a foreign citizen from a visa-required country, they will need to initiate the process of obtaining a work permit for that specialist.

1. As a highly qualified specialist (HQS).
2. On "general terms", i.e. for one specific job position or profession that does not require a quote for engaging foreign citizens.
3. On "general terms" with a preliminary quota receipt.

1. Initial processing of a work visa (including a work permit) and the process of extending a work visa are almost entirely identical.
2. The procedure for extending documents for a foreign citizen with the HQS status should be started no later than 2 months before the visa expiration, while the general terms procedure should be started 4 months before the visa expiration.
